REQUEST FOR INFORMATION (RFI)
The Sacramento Regional Transit District (SacRT) is exploring potential solutions that could ensure sufficient hydrogen supply for its future fuel cell bus fleet and provide the necessary technical support required for the day-to-day operation and maintenance of the hydrogen infrastructure. SacRT is also exploring options to partner for hydrogen production that may provide a supply not just for SacRT but for other heavy-duty vehicle fleets in the region.
SacRT is requesting information regarding the most economical, cost-effective, and innovative way to achieve the above-mentioned goals. Options that provide comprehensive technology and service packages are welcome. SacRT is open to considering new business models that could involve public-private partnership and other co-development opportunities.
SacRT seeks submissions from vendors, consortiums, researchers, or other entities with expertise in hydrogen production, storage, and fueling systems, who can provide information on the engineering, procurement, construction, and maintenance of reliable, safe, and efficient hydrogen fueling infrastructure. Respondents are encouraged to outline their knowledge, share past project successes, explain requirements for adherence to industry standards and legal requirements, and share innovative practices that can meet the specific needs of a transit environment.
Detailed submission requirements are identified below. While this RFI identifies some preferred information for submissions, interested parties may also offer, in their submissions, to provide presentations, demonstrations, or literature to assist SacRT in gaining familiarity of current options in the marketplace for hydrogen-related technologies and hydrogen infrastructure support services. After SacRT has had an opportunity to review the RFI responses, SacRT may contact interested parties to schedule presentations or demonstrations, as deemed appropriate by SacRT in its sole discretion.
The results of this Request for Information will be used to develop SacRT’s next steps in its hydrogen development process. As further described below, SacRT’s hydrogen development efforts will be supported by a $76.8 million grant from the Federal Transit Administration (FTA) and all FTA requirements will apply to the solicitation and selection of contractors or partners for this effort. In addition, as a public entity, SacRT is subject to state law requirements for selection and development of public works projects involving the expenditure of public funds.
Other Details
Because the purpose of this RFI is to seek information to be used in structuring a full and open competition for development of hydrogen infrastructure, respondents must identify any information in their submissions that is considered proprietary or confidential or that could not be used by SacRT in a later solicitation. Further detail regarding the confidentiality of submissions is provided below.
Submission of a response to this RFI is not required as a condition of participation in the later solicitation but is encouraged to allow SacRT to appropriately structure its future solicitation or solicitations to maximize achievement of its objectives through market participation.
